JAVA handicap

Would you say JAVA is a handicap at SPOJ compared to C++ (it's slower)?

To clarify my question - Top ranking coders on SPOJ use C++ (or C, and a drop of PAS)... Also, for every problem I've seen, the best solutions are always run in C++ (or C or PAS), never JAVA... So that leads me to think that the speed of C++ if not other things as well, make C++ rule JAVA on SPOJ...
