Timing runtime

could anybody guide me as how to create a program that gives the input to another EXE and find the time taken by it to give an output(much like spoj). I am making this using Dev C++. Also could anyone tell me where to get documentation and help files for Dev C++.

time BINARY < INPUT > OUTPUT
after installed *linux or *bsd
