Hi, I have seen user’s points fluctuating multiple times (I know they can decrease) but I have seen them increasing when the user hasn’t made any submissions recently, an example is @tjandra has his points fluctuating.
Also the rank shown in Profile is always one greater than the rank in Ranks list.

The points may increase when a hidden problem an user had solved is brought back into Classical, something that likely have happened recently after a wave of disappearing problems. The rank in profile probably takes into account users who chose not to be listed in the world ranking, with Rully Soelaiman6 and Baladeva6 being notable examples in front of mostly everyone else.
