Na, the last ten days were simply a bit of a dead period for us, spent planning the new site (and many other things as well...). That's why most things were delayed, for which I once again apologise.
As for "inventing" tough problems -- well, it is challenging, but I couldn't say that it causes delays as such. Preparing texts & test data requires more time, really

Anyway, it can't be denied that the final problemsets arouse less interest than the previous ones. This is fairly normal in the league system (although the shortcomings on our part may also be a factor). To avoid both these problems, future editions of the league will most likely consist of disjoint problemsets, each with its own little prizes, etc., with perhaps an additional prize for the winners in the overall standings.
