NZEC in MINSEQ

    a=raw_input()
    b=raw_input()
    c=len(b)
    l=b+a
    for i in range(1,c+1):
         t=a[:i] + b+a[i:]
         if t>l:
             l=l
         else:
             l=t
    print l

Not a problem but:
1.) "If at first you don't succeed, try try again" (From www.quotablebooks.com)
2.) You meanwhile should have found out that indents are important. So please use code tags when posting code.
