Why is the FAQ a part of the forum?

I was expecting a file for downloading when I saw "FAQ" here.
Is there something like this ?
Or a webpage with the general rules ?

We know it isn't as it should be yet
This phpBB forum is a temporary substitute for our own, integrated forum. It also goes for FAQ, solutions to TEST in various languages and more.
The documentation is scattered across "help" and "info" links from main page and this forum. If you don't find your answers there, please ask us through this forum or via mail..
